I know it's not recommended, but, is it okay?

I had 3 weeks old guppy fries. I've fed them daphnia once but at that time they're just too small to eat it. I don't know where to buy BBS in Jakarta, Indonesia. So, from the birth of these fries until they're 3 weeks old, I fed them powdered milk, because I found pellets are to hard to crush finely. I know it's nt recommended to feed fries with powdered milk, but is it okay? And also, if you can, please give me a suggestion and how to make food for guppy fries if you know how to make guppy fry food. Any answer connecting to my question appreciated!
