He could very well be a full blooded Netherland Dwarf. It is common to get a "False dwarf" out of two full blooded, regular sized dwarfs. These false dwarfs often max out at 3 pounds, and have ears that reach 3 inches in length. They are usually very very sweet, and not nearly as high strung as a Show quality Netherland Dwarf. I've never neutered a buck yet, but it would probably be best to get him fixed before he gets to the spraying age!
