What is the best way to smooth out a rough finished concrete floor?

This floor is in a hunting cabin we purchased. The room is 20x25. The slab is not finished with a float. It looks as if it was raked with a yard rake. It has a really rough surface with gravel showing and not level. Any help with this would be greatly appreciated.
